A few times each year, they do a check of all of the fire extinguishers - I'm not sure if they replace them or what, but the result is large clusters of these extinguishers left out in the open for 1-2 weeks.
In the US, they would either be:
1- Stolen
2- Damaged (boom!)
3- Fire Foam fight... yea!!!
So I have to respect the fact that none of them ever seem to be touched. I've always wanted to shoot one off just to see what it's like... and it would be handy to have one in my apartment...

How are they illegal... hmm... good question... they probably are not.. but then again, I've never seen them for sale anyway. It's hard to assume you can get something without some kind of license or something. :-D
